It is a miracle wrought by the sublime sacrifice and blood-drying devotion of private medical professionals who, from the founding of this republic to the present day, have filled the chasms of power and the bankruptcies of institution with their very lives.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIDBAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">During the Syngman Rhee administration, when the nation lay in ruins from war and the infrastructure of public health was non-existent, it was the hands of private healers that guarded the frontlines. Through the acute political chaos of the Yun Bo-seon administration, it was they who silently stood by the bedsides of the dying. When the Park Chung-hee administration laid the foundational architecture of the medical insurance system—a framework for universal coverage eventually brought to structural completion across the Choi Kyu-hah, Chun Doo-hwan, and Roh Tae-woo administrations—the hidden truth behind this grand achievement was not a bold injection of state capital. Rather, it was a predatory apparatus sustained entirely by mandating artificially cheap medical fees and forcing sacrificial devotion from private institutions.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIDRAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">The state has ever claimed the vanity credits of triumph while shifting every ounce of risk and responsibility onto the private sector. Through the volatile waves of globalization under the Kim Young-sam administration, and amid the immense administrative chaos of the separation of prescribing and dispensing drugs under the Kim Dae-jung administration, the private sector endured solely out of blind faith in the name of the state. Beneath the slogans of expanding public healthcare under the Roh Moo-hyun administration and the grand rhetoric of medical modernization under the Lee Myung-bak administration, the physical weight of quarantine and cure was borne not by the desks of bureaucrats, but by the blood and sweat of physicians. Yet, the entrenched technocrats of the Ministry of Health and Welfare remained frantic only in pursuing policies that served their own careerism, utterly abandoning the fundamental financial safety nets and systemic protections for which the frontlines desperately cried out.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIDhAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">The price of their complacency has been catastrophic. Repeating the profound incompetence witnessed during the MERS outbreak under the Park Geun-hye administration, the state under the Moon Jae-in administration grew frantic to expropriate the devotion of private doctors, reprinting it as the regime’s exclusive vanity credit under the banner of "K-Quarantine." Now, culminating in the Yoon Suk-yeol administration, the foundational collapse of essential medicine has exploded into the tragedy of the "emergency room merry-go-round" and the heartbreak of pediatric open-runs. Yet, instead of repenting for their systemic failures, bureaucrats engage in the craven demagoguery of framing this crisis as the "selfishness of the private sector." The very culprits of this desk-bound administration, incapable of distinguishing a common cold from a deadly plague, are now hunting the lifesavers who spent their lives rescuing others, dragging them to the scaffold as common criminals.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIDhAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""> </div><div data-sae="" data-processed="true" data-complete="true" data-epip="" data-sfc-root="ep" data-wiz-attrbind="aria-level=crCRZ_1y/fLk2Md" data-sfc-cp="" data-animation-nesting=""><span style="font-family: GungSeo, serif;">Chapter II: The Savior on the Razor's Edge — The Weight of the Midnight Vigil</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIEBAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">We must demand an answer from the lifelong bureaucrats of the Ministry of Health and Welfare and the judiciary entombed within their ivory towers: Do you comprehend even a single gram of the suffocating, blood-drying agony endured through the night by a pediatrician? Have you ever witnessed that absolute silence of a battle where a surgeon sutures the razor-thin wall of a newborn heart no larger than a fist, in an infant weighing less than five kilograms? In that room, a single thread and a single stitch hold a child’s entire life and a family’s entire universe.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIERAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">While those physicians fought their lonely battles on the precipice of survival, the rulers—intoxicated by the sweetness of power—sat behind comfortable desks, repeating a detached, cowardly administrative rhetoric: asking "Why is there a shortage of pediatricians?" and "Why is the emergency room crisis happening?" To disguise structural contradictions as the sins of the frontline is a profound disgrace to the state and an insult to human dignity.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIEhAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">Abolish this deceptive trap immediately—this grotesque calculus where the private sector endures the agony, the bureaucracy plunders the credit, and the blame for systemic tragedy is forced back onto the doctor. What elevated South Korean medicine to the absolute pinnacle of global excellence was never the regulatory compass of bureaucrats; it was the tear-stained, unceasing devotion of medical professionals who kept watch through the darkest nights. A state that sends the hands that save lives to the gallows will find no refuge from the severe and permanent verdict of history.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIEhAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""> </div><div data-sae="" data-processed="true" data-complete="true" data-epip="" data-sfc-root="ep" data-wiz-attrbind="aria-level=crCRZ_2i/fLk2Md" data-sfc-cp="" data-animation-nesting=""><span style="font-family: GungSeo, serif;">Chapter III: Judicial Slaughter — Terrorism in the Name of Justice</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIFBAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">A physician is not a deity, but a flawed human being wielding a scalpel. To issue a self-indulgent amnesty for one’s own judicial blunders while wielding a grotesque legal yardstick against a physician agonizing at the absolute vanguard of life is the ultimate arrogance of power and an act of illegitimate violence.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIFhAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">When you condemn and execute a single doctor, you do not merely destroy one individual; you murder the countless future children that doctor would have gone on to save. The moment the state carries out a blind and barbaric verdict against a healer, it transforms itself from a shield that protects the people into a systemic predator that hunts them. When physicians, horrified by this absurd barbarism, flee the frontlines and cause the healthcare system to collapse like dominoes, whose hands will bear the blood of the innocent children dying in the ruins of our clinics? It will not be the fault of the doctors. That blood will permanently stain the hands of the bureaucrats and judges who brandished the pen and the gavel like weapons of terror. This is not death by medical failure; it is a structural massacre engineered and executed by the state.</span></div><div data-processed="true" data-complete="true" data-hveid="CAAIFhAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""> </div><div data-sae="" data-processed="true" data-complete="true" data-epip="" data-sfc-root="ep" data-wiz-attrbind="aria-level=crCRZ_32/fLk2Md" data-sfc-cp="" data-animation-nesting=""><span style="font-family: GungSeo, serif;">Chapter IV: Conclusion — Prove the Reason Why the State Must Exist</span></div><div data-complete="true" data-processed="true" data-hveid="CAAIGBAA" data-epip="" data-sfc-root="ep" data-sfc-cp=""><span style="font-family: GungSeo, serif;">The first article of the Constitution of the Republic of Korea solemnly declares: "The sovereignty of the Republic of Korea shall reside in the people, and all state authority shall emanate from the people."
