Dual-Track Credit Delivery (Financial Repression)
In a standard free-market economy, persistent household deflation drops consumer demand, causing commercial banks to tighten lending across the board. In China's non-market, single-party institutional model, credit distribution operates on a two-tier system:

Commercial Banks as Policy Executing Arms: Major banks (ICBC, China Construction Bank, Bank of China, Agricultural Bank of China) are majority-owned by Central Huijin (a state sovereign vehicle). Their primary mandate is state stability and strategic resource allocation, not profit maximization.

Credit Rerouting: When the property bubble burst, the People's Bank of China (PBoC) and state regulators explicitly ordered state banks to choke off real estate credit (e.g., the "Three Red Lines" policy) and reroute those massive lending quotas directly into strategic technology SOEs, research institutes, and key supply chains (semiconductors, AI compute, industrial robotics).

Household Savings Capture: Because Chinese households face capital controls and a stagnant domestic stock market [03:20], their vast remaining savings remain locked in state banks at ultra-low interest rates. The state effectively uses these suppressed deposit rates to cheapen debt financing for SOEs.

2. Fiscal Extraction vs. Livelihood Deflation
To understand how capital concentrates in high-tech SOEs while everyday livelihoods face deflation, one must distinguish between private household balance sheets and state balance sheet extraction:

[Household Savings in State Banks] ──(Suppressed Deposit Rates)──► [State Banking Credit Pool]
│
(Directed Policy Loans)
▼
[Household Consumption Drops (Deflation)] ◄──(Zero Welfare Safety Net)── [Strategic High-Tech SOEs]
(AI Compute / Silicon / EVs)
Sacrificing Consumption for Production Capabilities: Western economic models rely on domestic consumption to pull industrial investment forward. The Chinese Communist Party (CCP) prioritizes state capacity over consumer welfare. Household income share of GDP in China remains abnormally low (~43% compared to ~60-70% in developed nations).

Absence of a Broad Welfare Safety Net: As noted in the analysis, China lacks a comprehensive social safety net [12:23]. Instead of issuing direct cash transfers to households to stimulate consumption during deflation, fiscal stimulus and debt issuance (e.g., special ultra-long treasury bonds) are piped straight into national research initiatives and state industrial funds (like the Big Fund for chips).

3. Capital Concentration Mechanisms in AI & Deep Tech
To compete with U.S. AI capital deployment (which relies on venture capital, stock market liquidity, and private Tech Giants like Microsoft, Google, and Meta), China uses three structural state leverage points:

Concentration Channel Mechanism Comparative Effect vs. U.S.
State-Guided Funds (정부유도기금) Sovereign wealth pools created by municipal/central government backing state enterprise syndicates. Bypasses standard market ROI requirements; can absorb years of unprofitable R&D.
Monopolized Energy & Infrastructure Grid and power SOEs (State Grid, China Southern Power Grid) supply AI data centers with subsidized electricity. Compute training costs are artificially suppressed via energy sector cross-subsidies.
Data & Telecom Monopoly State telecom giants (China Telecom, China Unicom) concentrate infrastructure buildout for national compute networks ("East Data, West Computing"). Direct state coordination reduces transaction costs for mega-scale compute clusters.
Key Structural Distinction
The reason China's situation diverges fundamentally from Japan’s 1990s "Lost Decades" is state control over the financial command heights:

Japan: Private banks suffered severe balance sheet damage from non-performing real estate loans, forcing a system-wide credit crunch that starved all sectors of capital.

China: The state ring-fenced banking losses by socialising developer defaults onto private bondholders and home-buyers, while instructing state banks to ignore standard risk-adjusted returns and pump credit into high-tech SOEs.

Thus, household deflation and state capital concentration in advanced tech (such as AI) are not contradictory in China—they are two sides of the same structural choice: extracting capital from household consumption to fund state-directed strategic competition.
